Minimum wage legislation has been in the forefront of major initiatives for the Executive Branch, the State Legislature, and local Boards of Supervisors and City Councils. California is undergoing several State mandated changes in the minimum rate over a three year period and the City of Los Angeles has been targeting a $15.00 threshold over a five year period. Other cities have adopted or repealed minimum wage ordinances while considering a range of impacts on employers and employees alike. In this session, we will highlight some of these key developments and then focus on what steps employers are taking and considering to address the effects of minimum wage changes. In this panel format, we will be joined by:

Seth Rosen, Principal

Mercer Consulting- Los Angeles

Seth Rosen has been a partner in the Los Angeles Office of Mercer Consulting for the past ten years and serves in the role of a Senior Compensation Consultant covering a wide range of compensation and benefits practices and design issues involving clients. Specific areas of expertise related to this topic include due diligence, management consulting, defined benefits practices, and a range of other issues. He previously served as a Tax Partner in Compensation and Benefits matters with KPMG LLP and as a Senior Tax Manager for Price Waterhouse, and Tax Attorney with Hughes, Huubard, and Reed.

Mr. Rosen holds a Bachelor’s degree in Economics and Political Science from the University of Rochester and a Juris Doctor degree from New York University School of Law.

The Mercer Group recently sponsored the National Minimum Wage Pulse Survey and Mr. Rosen will speak to some of the major trends and findings from the survey as well as a range of tactics and issues that employers are considering on this topic throughout Southern California and the United States.

Jose Perez, Senior Director of Human Resources

Goodwill of Orange County

Jose Perez serves as Senior Director of Human Resources and has been acting as the Interim Senior Director of Workforce Development. Goodwill of Orange County represents the largest not-for-profit organization in Orange County with a workforce of over 800 employees. 

He leads a team of human resources professionals in areas of recruitment, training and development, and HR Administration and Benefits.  He oversees the Barriers to Employment Program, which includes the attraction and retention of OC community partnerships, transitional workforce, at risk youths, interns and volunteers. Created and implemented GOC’s GoodLearning Academy and GoodHealth Wellness Program.

In concert with other Goodwill organizations across the United States, the organization has considered and adopted a number of pay structure and pay increase adjustments while contemplating other benefits changes to comply with minimum wage initiatives being advanced by the Obama Administration.

Prior to joining Goodwill of Orange County, Mr. Perez served as Director of Human Resources and Business Development for the Dayle McIntosh Center for the Disabled (DMC).  He also acted as AVP and Senior Human Resources Manager for Sanwa Bank, where he previously functioned as Vice President and Regional Customer Service Manager, and Vice President, Business Systems and Project Manager.
